SACRAMENTO — In a significant political victory for tech companies and their telecommunications allies, the state Senate on Thursday rejected legislation that would have required smartphone manufacturers to include device-deactivating kill switches on their new models.
Senate Bill 962 fell two votes short of passage, with a half dozen Democrats joining with most Republicans to kill the legislation.
