SAN FRANCISCO — Covington & Burling has recruited the former antitrust chief in San Francisco to ramp up its practice in the region.

Phillip Warren, who served as chief of the San Francisco office of the U.S. Department of Justice’s Antitrust Division, joined Covington as a partner on Thursday. Based in the firm’s San Francisco office, Warren plans to carve out a practice centering on criminal antitrust investigations and prosecutions, as well as corporate compliance and internal investigations. Warren said he was drawn to Covington’s global reach and focus on criminal antitrust matters, which he thinks will complement his more than three decades of experience in antitrust enforcement.
