SACRAMENTO — Shepherding a bill through the state legislative process is tough enough for full-time, well-paid professionals. So when a dozen students at the University of the Pacific’s McGeorge School of Law managed to land four pieces of legislation on the governor’s desk last month, their professor was more than impressed.

“It has been amazing,” said Rex Frazier, a well-known figure around the capital who heads McGeorge’s Legislative and Public Policy Clinic.
