SACRAMENTO — The fight over drones in California is likely to shift to cities, counties and even the federal government now that Gov. Jerry Brown has vetoed legislation that would have required police agencies to obtain search warrants before using unpiloted aircraft for surveillance.

In a veto message issued Sunday, Brown called the warrant exceptions in AB 1327 “too narrow” and the bill’s requirements more expansive than “what is required either by the 4th Amendment or the privacy provisions of the California Constitution.”
