SAN FRANCISCO — By now Uber is accustomed to fielding attacks from legislators, lawyers and the media all over the globe. But the latest source of trouble for the company comes from an enemy right across the street.

Uber’s San Francisco headquarters, an unmarked fortress of gray concrete, is separated by four lanes of Market Street traffic from The Dolan Law Firm, nestled between 10th and 11th streets. Inside the stylish law office, surrounded by exposed brick and sweeping windows, Christopher Dolan is orchestrating a campaign against Uber Technologies Inc. and the entire transportation-network industry.
