The First Appellate District granted a petition for writ of mandate. The court held that vehicle owners who disputed the legality of a lemon law arbitration program adopted by the California Department of Consumer Affairs had an adequate administrative remedy that obviated the need to grant them public interest standing to pursue their claims.
