SAN FRANCISCO — A federal judge on Thursday rejected a proposed $12.25 million settlement of a class action suit against Lyft Inc., finding that the terms of the deal “shortchanged” both drivers and the state of California.

U.S. District Judge Vince Chhabria of the Northern District of California based his decision on the fact that the $12.25 million figure was initially agreed upon last November, when potential damages were calculated to be tens of millions of dollars lower than what they would be now.
