SANTA ANA—An Orange County federal judge wants to shine some light on a $10 million-plus dispute over FRAND, or fair, reasonable and nondiscriminatory, royalties.

U.S. District Judge James Selna on Monday ordered mobile networking giant Ericsson Inc. and smartphone maker TCL Communications to refile public versions of their summary-judgment briefs with no fewer than 15 words redacted. The parties had previously blocked out everything but the cover pages, creating what Selna called an “absolute vacuum” of public information.
