SACRAMENTO – A majority of California Supreme Court justices appeared poised on Thursday to allow Gov. Jerry Brown to place a prison population reduction initiative on the November ballot even though he made significant last-minute changes to the measure.
Several members of the court, led by Associate Justice Goodwin Liu, said legislation enacted in 2014 gave initiative writers broad discretion to make “reasonably germane” changes to their measures after a 30-day public comment period closed.
