SACRAMENTO—The state bar’s ability to collect dues next year was thrown into question late Tuesday when the Assembly sponsor of dues-authorization legislation shelved his bill rather than accept hostile Senate amendments.

Assemblyman Mark Stone, D-Scotts Valley, said his Assembly colleagues would not support Senate changes to allow attorneys to retain a voting majority on the bar’s board of trustees. Assembly members also opposed amendments that would have authorized a Supreme Court-appointed special master to study and recommend bar reforms rather than a committee with members chosen by the chief justice, legislative leaders and the governor.
