The court of appeals affirmed in part and reversed in part a district court’s award of attorney’s fees. The court held that the district court erred by making multiple substantial justification determinations, rather than a single determination on the case as a whole, when determining whether to award prevailing party attorney fees under the Equal Access to Justice Act (EAJA).
