SAN FRANCISCO — Judge Diarmuid F. O’Scannlain announced on Monday that he plans to step down at the end of the year as an active judge on the U.S. Court of Appeals for the Ninth Circuit.
O’Scannlain’s announcement means the winner of the upcoming presidential election is likely to be greeted with four vacancies on the nation’s largest federal appellate court.
