SACRAMENTO — Uber Technologies Inc. picked a fight with California regulators Wednesday when the company added a small number of self-driving cars to its ride-hailing service in San Francisco without first obtaining a permit from the state Department of Motor Vehicles.

San Francisco-based Uber announced that customers who request an UberX ride in San Francisco will be matched with one of the company’s specially outfitted Volvo SUVs, if one is available. The service is an expansion of a pilot program that’s been operating in Pittsburgh for three months.
