SACRAMENTO — Attorney General nominee Xavier Becerra told state lawmakers he is prepared to defend Californians’ constitutional rights on numerous fronts “at a time of promise and peril for us all.”

In a nine-page letter released Saturday, the Southern California congressman offered his thoughts on issues ranging from California’s cap-and-trade program to police misconduct. And while Becerra never mentioned Donald Trump by name, he criticized the president-elect’s proposals, including Trump’s support of police stop-and-frisk programs.
