The Fourth Appellate District granted in part a petition for writ of mandate. The court held that the Williamson rule barred a public official’s felony prosecution under a general Penal Code provision where a special statute made her alleged crime of failing to disclose assets on a Form 700 statement of economic interest a misdemeanor.
