SAN FRANCISCO — Camped out next to a Starbucks in the international arrivals hall at San Francisco International Airport, more than a dozen lawyers hovered over their laptops, answered phone calls and grabbed makeshift meals of pizza and cookies as they waited for tips about detainees.
