The court of appeals reversed a district court order awarding Rule 11 sanctions. The court held that Rule 11 sanctions against a government agency were not warranted where the agency had corrected challenged pleadings and provided relevant informtation to the district court in in camera proceedings prior to the filing of the Rule 11 motion for sanctions.
