The court of appeals reversed a district court judgment of conviction and remanded the action with instructions for entry of a judgment of acquittal. The court held that the Sex Offender Registration and Notification Act’s requirement of “initial registration” in the jurisdiction of conviction does not apply to pre-Act offenders who were subject to existing registration obligations when the Act was enacted and implemented.
