The court of appeals reversed an order granting preliminary injunctive relief in one case, affirmed the denial of preliminary injunctive relief in another case, and remanded the actions for further proceedings. The court held in an amended opinion that California’s Senate Bill 1172, banning state-licensed mental health providers from engaging in “sexual orientation change efforts” with patients under the age of 18, is a professional-conduct regulation that results in no violation of providers’ or patients’ free speech rights. The court held further that SB 1172 was neither vague nor overbroad, and that it did not violate parents’ fundamental rights regarding the medical treatment of their children.
