The court of appeals affirmed a district court order denying a motion for preliminary injunction. The court held that San Francisco limited, but did not destroy, citizens’ fundamental Second Amendment right of self-defense by requiring that handguns in private homes be locked in a container or disabled with a trigger lock unless personally carried by an adult in the residence. The court held further that San Francisco limited, but did not destroy, the fundamental Second Amendment rights of its citizens by banning the sale of hollow point ammunition within the city.
