The court of appeals reversed a district court judgment in part, affirmed in part, and remanded the action for further proceedings. The court held that fact issues precluded entry of summary judgment where a rational jury could find that San Francisco police violated a plaintiff’s Fourth Amendment rights by executing a “high-risk” stop, during which the plaintiff was held at gunpoint by multiple officers, handcuffed, forced to her knees, and detained for up to twenty minutes, without first visually confirming whether an automatic license plate reader mistakenly identified the plaintiff’s vehicle as stolen.
