The court of appeals reversed in part a judgment and remanded. The court held that the existence of alternate safe routes did not defeat a handicapped person’s claim that a city violated the Americans with Disabilities Act of 1990 by permitting a private vendor’s display to block that person’s access to a curb ramp.
