Separately, the council put off deciding on new statewide rules governing public access to electronic court files after members posed questions about key provisions of the proposal.

The council’s stance on seniority was pushed by Gov. Gray Davis’ judicial appointments secretary, Burt Pines. Pines told the council that seniority-based assignment systems discourage potential applicants, who worry they will be consigned to toil in traffic departments.
