When the head of the California state agency that oversees workers’ compensation appeals last week advised shelving claims where part of a worker’s injury had occurred outside the workplace, many attorneys started predicting a new backlog of thousands of cases.

The suggestion directed at workers’ compensation judges, which came in a Sept. 27 memo issued by the head of the California Workers’ Compensation Appeals Board, will probably hold up thousands of cases indefinitely, several workers’ compensation attorneys said.
