SACRAMENTO — For more years than he can recall, Frederick Pownall says there’s been a mantra guiding big law firms that have established lobbying practices in Sacramento: They will inevitably dominate lobbying in the state capital — just as law firms do in Washington, D.C. — because they offer superior technical and legal expertise in an increasingly complex regulatory world.

But that dominance isn’t evident in California. Indeed, Pownall, a former Landels Ripley & Diamond partner and one of the leaders of the most lucrative lobbying outfit in the state, doubts it ever will be.
