Legal Scholars, Politicians Offer Proposals for Preserving Judicial ImpartialityCalifornians should consider amending the state Constitution to pressure judicial candidates to stay mum about hot-button political issues that might surface in their courts, former Gov. Pete Wilson told judicial leaders Monday. His idea was among those offered to shield California from the costly judicial contests seen elsewhere. For instance, Illinois Supreme Court candidates spent $9.3 million in 2004 on campaigns fueled largely by unions, trial lawyers and business interests, says a nonpartisan group.
