programs). Roop has many years of experience as both a company as well as a contracted Safety
Director. Court certified expert in fall protection, confined spaces, safety, rescue, law enforcement,
trench collapse, OSHA regulations, rail tank car incidents, and safety equipment. Captain, Louisiana
State Police (Retired).
Roop has worked as a specialized safety expert in dozens of cases and has given deposition and
courtroom testimony in numerous of those work engagements. Roop’s experience includes
performing site investigations and authoring subsequent reports detailing how events proceeded and
what individuals/circumstances lead to a specific outcome. Additionally, as a retired uniformed and
plain clothes state police officer and commander, Roop has provided evidence and testified in
hundreds of felony and misdemeanor trials. Michael is a highly qualified incident investigator
experienced in root/contributory cause analysis and comprehensive report production. His safety
experience includes writing safe work procedures, training, audits, and consulting. Roop has
consulted and taught Advanced Fall Protection and Confined Space entry and retrieval in the USA,
Canada, Mexico, Brazil, The Netherlands, China, Australia, and Singapore.
Mr. Roop has been contracted by OSHA’s Training Institute as an adjunction instructor training
OSHA inspectors and supervisors. Additionally, the Department of Labor has employed Roop on
eight OSHA cases as a Subject Matter Expert (SME) – most recently in 2022. Michael Roop is a
cited source in the Preamble to OSHA’s 1910.146 Confined Spaces regulation.
Roop served as a principal member of NFPA’s (National Fire Protection Association) two technical
rescue committees: Operations and Training for Rescue Incidents and Rescue Technician
Professional Qualifications. These NFPA committees developed and wrote national standards for
technical rescue for confined spaces, elevated structures (as a large percentage of confined spaces
are located at elevated levels), as well as a variety of other rescue disciplines. Additionally, he is
past Chairman of the American Industrial Hygiene Association’s (AIHA) Technical Committee for
Confined Spaces. Roop also serves as a principal member on the ANSI Z117 Confined Space
Committee. Further, Roop served as a principal committee member of the ANSI Z359 Fall Protection
Committee and the Fall Protection Rescue Subcommittee. Michael is also an experienced OSHA
Competent Person as well as OSHA Qualified Person in Fall Protection.
