Robert is a nearly thirty-year veteran of the Los Angeles Police Department, retired from his final assigned
to Central Area as a Police Sergeant. He has trained Recruit Peace Officers, Probationary Peace Officers
and Field Peace Officers for more than twenty-seven years in Basic Patrol Tasks, Operation Techniques, and
Advanced Investigative Techniques. Robert has completed the Los Angeles Police Department’s Instructor
Development Course and was assigned to the Los Angeles Police Academy as a core instructor in the areas
of Criminal Law and Law Enforcement Academics. In 2004, Robert received his Juris Doctorate in Law.
He has completed the California Commission on Peace Officers Standards and Training (POST) Academy
Instructor Certificate Course and is certificate to teach in POST certified Police Academy in the State of
California. Robert is the owner of the Law Office of Robert Grant, III, APC, a Pasadena law practice that
focuses on First Responders and those legal issues that impact their lives and careers.

Robert’s primary career goal to render expert witness service in the areas of Bio-Forensic Investigations,
Advanced Criminal Procedures, Police Science, and Law Enforcement Leadership and Management
Techniques.

Integrated Operational Policing

The art of law enforcement has evolved tremendously since the post-Civil War, Reconstructive era of the
United States. As the Millennial Generation of peace officers enter public service, Police Science is also
evolving to embody the best practices of historical policing while developing the intellectual and scientific
methodologies for future generations. Though several methodologies are utilized in a law enforcement
management setting, the Police Administration and Operations in America have been debated and
theorized for over a half century without plotting comprehensive plans to implement best practices. Robert
continues to develop methodologies in policing that incorporates the traditional best police practices and
the concurrent innovations into the theoretical management model of Integrated Operational Policing.
Robert now applies his training, experience, and expertise to defining operational best practices,
management and leadership expectations in policing, and delivering expert opinions to the several areas
of Operational Policing. With 34 years of policing experience, Robert now focuses on the development of
instructional courses and expert testimony and problem solving.
