Mitchell S. Lustig and Jill Lakin Schatz, New York attorneys, write that the Motor Vehicle Financial Security Act, adopted in 1956, provided for compulsory insurance of all motorists and required proof of insurance to register a motor vehicle in New York State. Although compulsory insurance provided protection to most victims injured in automobile accidents, it failed to provide protection to all victims. The problem of the uninsured motorist went unaddressed by the compulsory insurance act.
