McNeil v. The New Jersey Legislative Apportionment Commission,
The Law Division correctly upheld the State redistricting plan adopted by the Apportionment Commission after the 2000 census, that divided Newark and Jersey City into three legislative districts each (as had been the case for nearly 40 years), since the two-district political-boundary requirement in Article IV, Section 2, paragraph 3 of the New Jersey Constitution cannot be enforced with respect to those cities without violating the federal constitutional mandate of one-person, one-vote and the federal VAttorney Ineligibility Order Pursuant to Rule 1:28-2(a)
