In re Low Income Housing Tax Credit Qualified Allocation Plan

The State Housing Mortgage Finance Agency has a duty to administer its housing and financing programs "affirmatively to further" the policies of Title VIII, which duty must be defined congruent with its statutory powers and housing agenda as defined under federal and state law; the HMFA satisfied its duty in adopting the 2003 QAP, which doesn't violate the State Constitution's education-segregation or T&E provisions, Mount Laurel, or the LAD; the HMFA didn't violate the APA in adopting the 2003 QAP.
