The intent of New York law, bolstered by the principles of international comity, denied U.S. District Judge Lewis Kaplan the authority to block throughout the world the enforcement of a $17.2 billion environmental judgment secured against Chevron Inc. in Ecuador that the judge thought might have been obtained by fraud, a federal appeals court explained on Thursday.It's been a busy week for Robert Khuzami, the head of the SEC's enforcement division. The SEC announced settlements with Bank of America, for its failure to disclose information about Merrill Lynch bonuses, and General Electric, for fudging its accounting.
