Following is a listing of executive and legislative action from the week of Aug. 12. Both houses of the General Assembly were in recess at press time. The state House of Representatives was scheduled to return to session Sept. 17, and members of the Pennsylvania Senate were set to come back Sept. 23.

Gov. Tom Wolf on Aug. 13 unveiled his plan to update what he said was Pennsylvania’s “flawed and outdated charter school law” by promulgating new regulations and proposing legislation to “strengthen charter school quality, accountability and transparency to control costs and improve outcomes for students.”

On Aug. 26, 2015, plaintiff Blake Gordon, 6, was bitten in the face by a German shepherd mix at a residence in Carnegie. The residence was owned by Robert Malcolm IV and Marla Malcolm. Lauren Ellis, who was Blake's caretaker for the summer, had taken the child to the Malcolms' home to visit their son, Cian Malcolm, who was Ellis' boyfriend.

The list of qualifying “serious medical conditions” that make a patient eligible to participate in the Pennsylvania Medical Marijuana program continues to grow. After a recommendation by the Medical Marijuana Advisory Board, the state health department recently added anxiety disorders to the list of qualifying medical conditions under the Pennsylvania Medical Marijuana Act (PMMA).
