SAN FRANCISCO — U.S. District Judge Richard Seeborg of the Northern District of California signaled early on in a Wednesday hearing that a proposed class action against the backers of the Tezos initial coin offering is forcing him to chew on some novel legal questions.

Seeborg, who often announces a tentative ruling in the beginning arguments, told the parties at the get-go on Wednesday that he had no “tentative.”
