By any measurement, the Justice Department's suit against the tobacco industry is a mammoth piece of litigation. With a bench trial scheduled to begin in the case Sept. 13 before U.S. District Judge Gladys Kessler of the District of Columbia, the challenges posed by the immense size and scope of the case are becoming increasingly evident.
