Herbert Smith capital markets partner exits to join US firm in Hong Kong

Morrison & Foerster (MoFo) has hired Herbert Smith's Asia head of US capital markets John Moore for its Hong Kong office. Moore is set to join the US firm's local corporate and capital markets practice in the autumn after six years at Herbert Smith. It has not yet been decided who will take over from Moore as practice head.

Old and new clash as Korean law students protest over proposed shake-up of old order

The annual opening ceremony for Korea's Judicial Research and Training Institute (JRTI) is usually a time for pride. 
To enter the institute's mandatory two-year course and become a Korean lawyer, trainees must first have passed one of the world's toughest Bar exams. Only around one in 10 test-takers succeed. But at this year's ceremony, held in March, pride was supplanted by protest. More than half of the starting class of 947 boycotted the event.

MoFo corporate partner Tien-yo Chao, who is set to join Linklaters in August, will split his time between Hong Kong and Beijing. He has a particular focus on M&A and equity capital markets, and before joining MoFo in 2003 was a partner at Slaughter and May.

Mayer Brown is launching in Singapore with the relocation of Hong Kong projects partner Kevin Owen to head up the new office. The new base will be Mayer Brown's eighth presence in Asia following its 2008 tie-up with Johnson Stokes & Master (JSM). Mayer Brown JSM already operates offices in Hong Kong, Beijing, Shanghai, Guangzhou, Ho Chi Min City, Hanoi and Bangkok. The Singpore base will focus initially on asset finance, project finance, energy and international arbitration.

Top London sets size up initiative to allow QCs to practise in Singapore

UK Queen's Counsel (QCs) could be granted advocacy rights in Singapore for the first time in more than a decade as a result of a consultation by the country's Ministry of Law. The consultation, issued last month in response to growing numbers of commercial disputes in the country and a shortage of litigation lawyers, proposes granting a handful of licences to foreign lawyers such as QCs or senior counsel from Australia or Hong Kong.
