Northern Ireland: A breath of fresh air

The Northern Ireland Smoking Order 2006, which prohibits smoking in all workplaces, most enclosed public spaces and public transport, came into force on 30 April, 2007. Even after the Order became law, many of its measures are still being set out in regulations, including what is meant by a 'substantially enclosed' public space and what is defined as a 'work place'.

Northern Ireland has a new power-sharing government. The 2007 elections saw the Democratic Unionist Party (DUP) become Northern Ireland's largest party with 30.1% of the vote, followed by Sinn Fein with 26.2%. The Social Democratic and Labour Party (SDLP) picked up 15.2% of the vote and the Ulster Unionist Party (UUP) 14.9%. After decades of conflict and direct rule, Ian Paisley, the DUP's leader, and Sinn Fein's Martin McGuinness took office last month as First and Deputy First Ministers.

Hengeler Mueller and Cleary Gottlieb Steen & Hamilton have bagged lead roles on the €1bn (£677m) initial public offering (IPO) of drug packaging maker Gerresheimer - the biggest completed float in Germany this year. Hengeler acted for Gerresheimer, with Frankfurt capital markets partner Daniela Favoccia leading a team including fellow partners Reinhold Ernst (capital markets), Matthias Blaum (corporate) and Heinrich Knepper (finance).

New York firm Dewey Ballantine has strengthened its Frankfurt capital markets practice with the hire of Freshfields Bruckhaus Deringer partner Walburga Kullmann - the latest in a run of Dewey recruits from the magic circle firm. Kullmann, who joined the magic circle firm in 1990 has been a partner since 1994, focuses on structured products debt financing and admission to listing on the stock exchange. Her recent clients include Credit Suisse, Commerzbank and Dresdner Bank.

US intellectual property leader Howrey has launched a City competition practice with the hire of Lovells partner Tom McQuail, it was announced today (4 June). McQuail, who joins Howrey with immediate effect, specialises in European Union and UK competition law. He has been based in Brussels since qualifying in 1992, becoming a partner at Lovells in 1999. McQuail was managing partner of the City giant's Brussels office between 2003 and 2006.
