Fighting a contempt ruling, Florida's attorney general's office is relying on the Americans with Disabilities Act which scant months ago it was calling unconstitutional. A federal judge held the state in contempt for defying an order to promptly care for the developmentally disabled. "It appears as if there is no coherent strategy emanating from the attorney general's office other than to wear families down, wear advocates down, and delay, appeal, delay and appeal," said one disabled rights advocate.
