Proskauer secures Asia launch with Heller China team

Proskauer Rose has secured its long-awaited Asia launch after hiring a two-partner team in Beijing from Heller Ehrman, including chief representative partner Joseph Cha, Legal Week can reveal. The departing office head is joined by partner Ying Li and one associate from the top 50 US law firm's new office. The New York-based Proskauer Rose has previously expressed interest in launching in Asia but does not yet have offices in the region.Following the loss, Heller's Beijing office has only one partner - dispute resolution specialist Ing Loong Yang, who shares his time between Beijing, Hong Kong and Singapore - plus two associates and three legal consultants.

CC confirms Charlton as new Asia managing partner

A&O powers up Middle East with 20-lawyer switch

Allen & Overy (A&O) is set to move 20 lawyers to the firm's Middle East offices as part of an initiative to grow the firm's international presence. Six partners and 14 associates are set to relocate to the firm's Dubai, Abu Dhabi and Riyadh offices in a move to boost A&O's Middle East banking, corporate, real estate and capital markets offerings.London corporate partner Andrew Schoorlemmer, along with London corporate partner Chris Thornes and London real estate partner Nick Smith, are set to move to the Dubai office.

DLA Piper partner joins Dechert as Beijing chief

Dechert has installed its first Beijing managing partner with the arrival of Henry Wang to head the firm's Asian operation. Wang joined the firm on Monday (1 September) from DLA Piper in Beijing, where he had been a partner for two years. Prior to joining DLA Piper, Wang acted as general counsel to Shanghai General Motors, a Chinese-US joint venture company.Wang, a US-qualified lawyer, worked for the United Nations and Chinese Foreign Ministry prior to pursuing a career in law.

Linklaters secures India competition alliance

Linklaters has sealed an alliance with an Indian competition practice, as the firm prepares for the country's impending new competition laws.Competition specialist Vinod Dhall set up a one-man advisory practice in July of this year after stepping down as acting chairman of the competition commission of India. He will now work with the magic circle firm on a best friends basis, cross-referring clients and advising on competition law issues. The agreement goes live today (1 September).

Simmons holds Tokyo head to retain Japan JV

Simmons & Simmons is holding its Tokyo office head, Rika Beppu, to her full notice period in order to retain its joint venture with Japanese law firm TMI Associates. The delay means that Beppu will be unable to join Lovells until late October - six months after she - and fellow partner Philip Hyde - handed in their notice to join the rival City firm. Hyde was released from the Simmons partnership at the end of July. Beppu is the registered joint venture partner for Simmons in Tokyo and regulatory requirements mean the firm needs to have at least one registered partner in the office in order to retain its joint venture in the country. London corporate partner Jason Daniel is relocating to the office but is still waiting for his registration to be finalised.

Bird & Bird makes second Asian IP hire

Bird & Bird has hired a senior in-house lawyer to head up its Asian intellectual property (IP) enforcement practice. James Luo has joined the firm's Beijing office as a partner-equivalent director from Motorola, where he was senior IP counsel for north Asia. It is Bird & Bird's second hire of an Asian IP group head this year, as the firm also brought in Ai-Leen Lim as head of Asian IP and portfolio management in Hong Kong in February. Lim joined from Singapore-based Colin Ng & Partners. Luo takes the firm's IP partner count across Beijing and Hong Kong to five, with the group comprising 17 lawyers in total. At Motorola Luo was in charge of IP enforcement and litigation in mainland China, Hong Kong, Taiwan, Japan, South Korea and Vietnam. His practice focuses on all types of contentious and non-contentious IP work.

Mallesons hires M&A partner from Oz rival

Mallesons Stephen Jaques has boosted its London M&A offering with the hire of Australian rival Minter Ellison's London managing partner, Rob Hanley.Hanley is set to join Mallesons' London arm next month (15 September), where he will work closely with the firm's global M&A team. The two-partner branch is headed by Rowan Russell.Dual-qualified in England and Australia, Hanley was a partner in Minter Ellison's London office between 1997 and 2001, before heading back to Sydney to lead the local corporate group. He came back to London in 2005 and was expected to return to Australia early next year.

CC boosts Singapore arm with Indian hire

Clifford Chance (CC) has recruited capital markets partner Rahul Guptan from leading Indian law firm Amarchand & Mangaldas & Suresh A Shroff & Co. Guptan will join CC's Singapore arm as a member of the firm's India group, bringing the total number of lawyers in the group to 195 across CC's international offices.The hire comes after the magic circle law firm launched a securities and capital markets group, focusing solely on Indian clients, in Singapore earlier this year.As previously reported by Legal Week, capital markets partner Edward Bradley will relocate to Singapore in September to help build the new team to include six Indian-trained lawyers from the Singapore and Hong Kong offices.

China: Fund foundations

In 2007 and 2008, the China Securities Regulatory Commission (CSRC) issued two new regulations allowing Chinese domestic fund management companies (FMCs) to invest overseas and to set up Hong Kong (HK) establishments to serve both inbound and outbound investments. In June 2007, the CSRC issued the Trial Measures for the Administration of Overseas Securities Investment by Qualified Domestic Institutional Investors (QDII measures) to regulate investment in overseas securities markets by qualified Chinese FMCs and securities firms. Prior to the release of the measures, only banks and trust companies could invest in overseas securities.
