Hong Kong Begins Competition Law Review

Hong Kong is set to introduce cross-border competition laws, with the government kicking off a three-month consultation process on May 6. The consultation, the second on the subject, is set to end on Aug. 5, with the government then planning to introduce a bill during the 2008-09 legislative session. The legislation is only likely to regulate anti-competitive agreements and abuse of market position and may not include merger control, but it will still make a big difference to the jurisdiction.

Quinn Emanuel Urquhart Oliver & Hedges is set to launch its second office in Europe with the hire of a German partner from Allen & Overy. The U.S. litigation firm has chosen to set up its first continental European office in Mannheim, Germany, with the hire of local A&O patent litigation partner Marcus Grosch, who will join Quinn Emanuel along with a team of associates. A&O launched in Mannheim in 2007 with the hire of Grosch from intellectual property boutique Schilling & Grosch.

Benelux Leader Loyens in Islamic Finance Push

Loyens & Loeff has launched an Islamic finance practice -- in a move thought to make it the first Benelux firm to target the sector with a dedicated team. The launch follows the hire of Islamic finance specialist Marjorie Sinke, who joined Loyens as of counsel in February to head up the new team. Sinke, based in Amsterdam, joins Loyens after running her own Islamic finance consultancy. She will lead a team of about a dozen lawyers across Loyens' network of offices, which includes an outpost in Dubai.

Weil Gotshal reports it has broken the $2 million barrier for partner profits in 2007, while rival Milbank Tweed becomes the latest U.S. firm to post double-digit increases in both turnover and profitability. Profits per equity partner at Weil improved by 11 percent to reach $2.11 million, up from last year's figure of $1.9 million. Milbank, meanwhile, reports it more than doubled its 2006 growth rate to record an 18.8 percent surge in global fee income, from $540.8 million to $642.5 million.
